Because that's not what it looks for and there is likely no human review of anything. It just looks to make sure it matches being a human face, and pretty much just by shape and lighting.

ok but that seems to fall into the they don't care category. surely they could run a facial recognition algorithm on the faces and store some kind of a hash for anomaly detection. hell public transport companies are storing travel history for years for the purpose of cheating detection and they get away with it, no way a serious thing like this wouldn't do that

Most of these things are being scrambled to put in place due to new laws being passed. They are literally doing the bare minimum to comply while also being able to collect even more data than they were previously. They don't actually care about keeping kids away from adult content; they want pictures of your face associated with your social media accounts so they can control you. A few smart people working around it right now isn't an issue for them. They won't care until those are the only people left who haven't uploaded their face.
