I 100% believe this is the case. They want conflict. They want this to be the thing that kicks off a national emergency.
Memphis is right on the TN border with Mississippi and Arkansas.
The sheriff of the MS county right outside of TN is already preemptively clearing the jail for the national guard to throw people they arrest. "Just in case."
DeSoto County sheriff clears space at jail ahead of National Guard's deployment to Memphis
Back in May several branches of the National Guard from different red states held a very odd drill that was supposed to prepare them for a natural disaster following a large earthquake on the MS TN border. One focus was improving relationships between federal, state, and local agencies in TN and MS. Although Memphis was not mentioned directly, Memphis is the largest city in this area, it sits on the MS river, and it has long been predicted that Memphis is due for a major earthquake.
Mississippi National Guard readies for disaster response drill
It seems especially odd that states like Wyoming and Utah would be training for a natural disaster in Mississippi with states like Georgia, given how different a natural disaster would look by comparison.
It seems even more strange in hindsight given that a few days ago MTG of Georgia called for a "national divorce," and the Republican governors of Wyoming and Utah made a point to publicly denounce her and remind her succession is unconstitutional.
How does one clear space in a jail? Like they change the process and violate people's rights by sending them to prison while still innocent, or they just let out the people they knew they placed charges against and were holding for no reason go without admitting it was wrong? Either
A. They are letting people that are being held in jail for a reason out making our streets less safe.
B. They were holding people for no other reason than to keep funds up (should be abduction and a violation of those people's rights)
C. They are moving people from jail to prison, which should only occur when you are convicted of a crime.. which would require them to move all their court cases up, which they are not going to do because it would cause them to have to throw near every case out and release "criminals" out on the streets without proper sentencing(punishment)/rehabilitation(which they won't get anyways)
It varies but it mostly boils down to understanding the difference between jail and prison. In a nutshell, jail is where you are put if you are too poor to wait for prison in your own home.
So yeah. Some people get released on parole or house arrest. Some people just get accelerated trials or sent to prison regardless. And a few people inevitably get disappeared.
That said, it isn't overly uncommon before protests/riots/sporting events where a high number of arrests/detainings are expected to occur.
Yeah, jail is standardly pre conviction. They are innocent people at that point and are being held because they couldn't post bail or were deemed either to dangerous to release or a flight risk to high.
You can't put an innocent person in prison, and claiming they are guilty without them going to trial should (if the world was just) put everyone in charge of that decision in prison for violating that person's rights.
Parole or house arrest makes sense to me... But the issue there to me is why did they hold those people up until then. Make it an optional decision for those who are not a threat to the public. "Do you want an ankle bracelet of some sort and house arrest, or stay here where you know you'll have a meal."
A lot of innocent people would be able to keep their jobs and not have their lives ruined. Which would make for an all around better situation. It's even better for the companies and economy for them to not lose their jobs and keep working if they aren't a threat.
Which is why some places are getting rid of bail charges. Your either safe or not, how much money you have tucked away shouldn't matter.
Prison is about whether you're a danger to the public. Jail is about whether you'll show up for your trial instead of skipping town (but obviously about being a danger too, those people are held without bail).
Thanks for the tl;dr
