I have a well meaning friend who still thinks at least Biden did some good things occasionally

Didn't they fail to pass the bill, then they absolutely gutted it and filled it with rotting garbage, and then pass a skeletal version of it just so they could have a victory lap?

Please provide actual info one way or the other, I need this info for showing my friend they won't accept communist dunking on faith
