Some chuds got hold of an FBI report, saw the bullet had "TRN" written on it, and being the dumbest people alive who have never touched a rifle in their life ran straight to press.
Even that's doubtful because Turan don't manufacture 30-06. More likely it's entirely fabricated and the "TRN" is either someone joking about it or, yes, the dumbest investigative "journalism" in the world but without an actual pic of ammo from the shooting.
