Maybe Its like playing Nurgle in TWW3, every new plague you make has to start in one of your cities or armies before it spreads to your enemies
Latest patch sees Kugath Plaguefather moved from the Dragon Isles to Fort Myers, to address starting difficulty. Plague generation should now be considerably easier for the forces of Nurgle.
