How far back do we need to go until we find a president that didn't commit a war crime?

You could make a case for the Carter administration. The worst knocks against him were arms sales to Indonesia after their invasion of East Timor and to the Shah before the Iranian Revolution. Probably some reactionary leaders in South America too.

Besides that you’d have to go all the way back to Hoover who may have been completely unequipped to resolve the Great Depression but did do a ton of work with humanitarian food aid during and in the wake of the First World War. It’s very likely he saved tens of millions of lives from starvation.

I think the blame mostly lies on Ford there, and I’d say my response speaks more to how low of a bar modern presidencies have set rather than my feelings on East Timor.
