Book two one-ways, cancel the departing 1-way within 24 hours, after you have your confirmation documents. That's what I did for China, I can't imagine the US actually looks up the current passenger list either.
Eh I don’t know about that. Airlines selling passenger manifest data to governments and other entities is a legit revenue stream.
