The car isn't drunk either. The DUI doesn't belong to the vehicle, but the controller of the vehicle.
The vehicle can control itself. It equally would be stupid to get a DUI for taking a Waymo home from the bar. Your punishment for that should just be for taking a Waymo, not a DUI.
A drunk passenger is not controlling the vehicle, thus not meeting the 'D' requirement of a DUI. A horse rider does indeed control the horse, even if the horse isn't actively receiving driving instructions from the controller.
