And also gatekeep the few remaining careers that pay a good salary.
I wouldn't say they are gatekeeping them so much as offloading training costs from private industry to the state and to students. If industry really wanted more people from X field they would pay for their training. What they really want is people who pay for their own training. This is provided to them by the state.
