Won't do anything to custom ROMs. This will do jack shit except for the dunces buying google or Samsung phones.

Good luck installing one though. Even the pixels are getting locked down, and more and more apps are simply refusing to run on custom or even rooted phones. My bank app won't even run if developer options are enabled.
There are an endless amount of ways to hide root on an app-by-app basis
You have to explicitly shop for an unlocked phone anymore. Xaiomi and oneplus are locking their new phones too nowadays.
OnePlus are merely limiting their Chinese (literally only China atm) users to 1 a month. Contrary to popular belief, I don't buy more than 12 phones in a year.
I think you vastly underestimate the resilience of FOSS community
Oddly enough, Google phones are more open than most other phones because it's easier to change the ROM on a pixel than most other devices.
The idea is that if google changes the policy the pixels will obviously follow suit. It's not really hard on any model at the moment.
Lot of American ROMS can be a PITA though.
AOSP is still very close to the Pixel Android flavor and that's not going to change. The only change Google could make to muddy the process would be to start selling pixels OEM locked when bought directly, which I don't expect to happen.
