Is it though? Early punk scenes were all focused on collaboration.
If you were a US punk in the 80s trying to travel through Europe, you could check about fifty different zines and find information about punk hostels or collectives that would let you crash for free. It was very anarchic in terms of there not being much hierarchy, but it was organized for sure.
