It seems there is some difference in cultural norms or opinion on cats being outside. Where I live most domestic cats on ground floor anywhere are free to go outdoors as they please…
it being normal doesn't make it good, letting your cat outside freely is horrible for the local ecosystem, they kill sooooo many things
and like, have you never heard of cats being run over? it's really dangerous to let your cat outside off-leash.
