A bit racist to turn a story about Americans abusing other Americans into "this is why russia is evil".

To adress the vestiges of an actual point that you had: Countries like Kazakhstan have a mutual defense treaty with Russia. Declaring war formally would obligate them to join the conflict, in a massive escalation that would be bad for everyone.
