They absolutely should have put their hands over their hearts. Saluting would have been disrespectful as well, but they absolutely should have placed their hands over their hearts to show reverence.

I have never heard of it. Hand over heart I think is American. Civilian leader in formal clothing should not salute only stand.

I thought hand over heart was most places, not just the US. That's fine in that case.
