In theory, absolutely possible. Anyone sub-10 2LLL would probably be like sub-12 if they switched to 3LLL, and the record could've been an OLL skip, or even full LL skip.
In practice, really weird that someone dedicated enough to get that fast wouldn't just learn full OLL. But maybe the person just hates learning algorithms and has focused on building really strong F2L intuition instead.
