i was kind of curious so i read through the definitions for WMD and it seems like the basic answer here is that for most of the term's history, it's exclusively meant nuclear/chemical/biological warfare weapons. and then like 30-40 years ago they just decided to include missiles and pipe bombs and such with certain amounts of explosive and successfully prosecuted people for those kinds of improvised explosives as WMDs. very normal country.
