There's a lot of Tiny Tim references, which have that hawaiian island music vibe.
Satan is seen doing a Luau and singing are we going to the Hukilau
So I think it's mostly South Park creators being obsessed with Tiny Tim, and well, who could blame them? Everyone loves a Ukelele. Spongebob clearly takes their musical influences from him.
I think my favourite being the Happy Souls background track for the Dark Souls parody of Living in the Sunlight by Tiny Tim.
Also the cops were having a luau instead of working when they were pissed off at the town—Chief Harrison may even have kissed a dude!
