Who is the person taking the picture? Why are they inside, if the dad isnt?

Possibly the other parent. Who has just given birth and is necessary to be around the baby.

Or maybe a nurse/midwife. Whose job is to be there for that kid and many others.

Sergei Vasiliev was born in 1936 in the Chuvash region of Russia. He was a staff photographer for the newspaper Vecherny Chelyabinsk for over thirty years.

this guy also did the Russian prison tattoo encyclopedia photos, he was a part time photographer/prison warden lmao
