Honestly idk where it comes from, it was one of the quotes on the hexbear front page so I assume it's someone on a lib instance whining about hexbear? I don't actually know where it pulls the quotes from!
A lot of the taglines will come up if you search the exact phrase, this is seemingly from the CTH days.
