Considering their direct quote was "the civilians suffer on both sides" I think it's quite clear they're saying both Hamas and the Israeli leadership suck here. It's a brutal war and there is no good team playing by the rules doing their best not to take out innocent civilians. It's clear leadership on both sides hates the civilians on the other side of their border.
