Both have ICC warrants out for them for crimes against humanity. Only one spoke to congress, why not invite the other?

US has a history of not caring what the ICC thinks though. Remember the Hague Invasion Act?

I didn't think Bibi actually had a warrant. I know they filled for one but I never saw it was issued. I can't find anything saying that it was issued or when.

Here's one form a month ago asking whether they would issue a warrant or not.

You are correct. The ICC warrant for Netanyahu needs yet to be approved by an ICC judge. For now it's only a warrant request.
