Most (free) software you can download an installer to a file then copy that file onto another machine. Which means being able to install without an Internet connection. I work with a bunch of expensive software, and while this is still true, if you are offline you have to fetch an activation code. I have discs for several assassin's creed. I don't remember if they needed Internet access to activate or not...
