It's apparently a 'relentless not-for-profit legal team' that wrote a letter to the ICC, and a blog that wrote about it

The title tries to make this sound 'official' but it's not. It's like if you or me wrote a letter to the ICC to 'refer' Mickey Mouse to be tried for his genocides
