The first one would just slip down all the time and be very restrictive, having your extremities tied in the forward position.
We can only assume that covering the bulb would hinder the production of chlorophyll and thereby harm the wellness of the 'mon.

I wrote the above comment because I was high last night and didnt feel like it needed justifying. I realize now it seems oddly aggressive.
Would you rather wear pants that go from under your butthole to your chest, but leave your back open, or ones which go around your hips and cover your butthole?
Personally I think I'd go with the latter.
