Looking for input. I’ve got a 4” to 1.5” flared flex cap for the base but trying to adjust the pipe ever so slightly seems to be troublesome. Any thoughts?

Cut the pipes and glue in new pieces to reconnect

You got the right idea. Just push that to the side and push the 1.5 side up the smaller pipe then slide it back down over the four inch. It'll move. If its truly unable to swing side to side you may need an additional 1.5 Fernco cplg. cut the pipe a foot above. Slip the ferncos over everything as described above and put it in place and slide everything back over the existing pipes. You may want to mark the half the length of the slip cplg so you get it even on both sides.

If it’s just a little bit off, you can use a heat gun to heat the PVC until it is a little bit bendable. Then you can gently bend it into shape so it connects to the spot you need it to. Just make sure to heat the pipe evenly from all sides and don’t kink the pipe when you bend it.

Never heat gun PVC, get it JUST a little too hot and your lungs are shot forever.

Also, if you heat pvc don’t do it in an enclosed space. The fumes are bad for ya.
