It's because the 12-hour AM/PM time is older than people being comfortable with the concept of zero.
Same laziness that keeps America from switching to metric. Learning something new is so scary. I had to recently learn to use an ergonomic keyboard because my aging ass is getting carpel tunnel and it took a mere 3 days to learn. That's it. 12:15 in the afternoon is uncontroversially 12:15 PM. I don't think anyone could disagree with that. So are 12:10 PM, and 12:01 PM.
By extension, noon can only be 12PM, not AM, because the the moment we go from 11:59 to 12:00 is the very instant the afternoon starts.
(I use 24h clock myself but that's another argument)
technically there's no 12am or 12pm. it's just 12 noon and 12 midnight. but for some situations it's easier to have 2 labels than 4, especially when two of them are reserved to 1 min a day. so they just am and pm for convenience. so the logic you explain is used.
24 hour time should be standard
The english way of telling time is stupid. In german we numerate from 0 to 24 for the whole day. 0 and 24 both mean midnight, but other then that its always clear what time you mean. In practice you can still say 4 to 4pm and everybody will understand you. But if you dont have context or want to be clear what you mean the other system is way better.
We have that in England too.

This is why I will always maintain that 12 AM is noon, even if barely anyone agrees with me. It's not like this is a settled matter anyway.
The Canadian way is intriguing. They don't fuck around, no am no pm, they just call it noon or midnight.
That feels correct, doesn’t it? There are always going to be special cases in all our human systems. Why not treat them as such? It’s so much easier to say 12 noon and 12 midnight (or even skip the 12 if you wanna).
