It was a counter culture movement of the 60s and 70s, a kind of place to hold people who might not have been hippies, but roundly rejected "square" society. Think Cheech and Chong. His turn of phrase was "let your freak flag fly", as in , do things to demonstrate to society you are not interested and do not seek their approval.
