You are correct to some extend, but there are jobs that are (and always should be) licensed, like electrician or doctor.
Totally agreed. There are licenses that you need to be able to perform a job that could endanger you or others. That never changes. Some jobs require more study, and more prep time before going solo with (e.g. Doctor), but all jobs are skilled.
Software engineers are among the best paid employees, and are not licensed.
