You're right it doesn't say anything at all about women, but it doesn't say anything about the average human as being a chud either. All it says is that in liberal "democracies" the only individuals who are allowed to rule are the ones who will put the bourgeois class interests first. It doesn't matter if the average human is a chud, a lib, a social democrat, or a commie - no one elected is getting that power if they aren't sufficiently sycophants of capital.
