No, no, no. He and his buddies are going to pay for it! They all just came into an unexpected windfall when a bunch of poors decided they didn't need their healthcare anymore!

It's not like they'd get Healthcare if this project wasn't greenlit. It's <$12 per person. He's wasted far more money on things equally as stupid.
